The Former President's Progressive Alarm Misses Europe's True Threat: Technological Decline.

Donald Trump's security policy document presents a flawed assessment of the European Union. The document asserts that open-border policies and so-called "progressive" agendas pose an grave risk to the continent's identity. Yet, this argument rests on a fundamental misinterpretation of the situation. The true danger facing the EU is not cultural but economic and technological lag.

A Glaring Growth Gap Between the US and Europe

The data reveal a stark picture. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a mere 13.5% growth for the EU. Over this period, European income per person dropped from over three-quarters to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Currently, about 50% of the global 50 largest tech companies are US-based, while only four are European.

The Technological Shortfall: A Critical Question

The growing economic gap is driven by superior productivity growth in the United States, largely due to technological innovation and better use of resources. The scene of world technology dominance is decidedly American. Over the past five decades, 241 US firms have scaled into companies valued at more than $10bn, versus only fourteen in the European continent.

This gap prompts a vital question: As the competition for future industries like semiconductors, AI, and quantum computing, what is Europe positioned? Most analysts concede it is largely a contest between two between the United States and China, with European nations starting at a clear handicap.

Root Causes of Europe's Innovation Gap

Several key factors explain this technological divide.

  • Financing Ecosystem: The United States has a much more robust and more dynamic network for funding startups. Europe still lacks a true capital markets union, a factor that caps the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder European business. A American entrepreneur can introduce a product under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population, is divided among twenty-seven separate regimes, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in defense has weakened its ability in breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these challenges, there are causes for optimism. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Key analyses on EU competitiveness and the internal market point to the necessity of major reforms.

Given appropriate incentives and regulatory reforms, these assets might enable much higher levels of commercial innovation.

Europe still possesses considerable advantages: high-quality human capital, top-tier schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to trigger a new wave of venture creation.

Importantly, even if the EU does not become the leader in creating next-generation technologies, it can still dramatically increase economic output by implementing and tailoring advancements from other regions.

A Critical Juncture

The European Union now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. But, if it fails to take bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
